Committee approves amendment to remove city manager from Shelbyville utility board and add council member

Chair introduced House Bill 26-32 by Speaker Marsh and recognized the sponsor. The sponsor described an amendment (drafting code 13954) that adjusts the composition of Shelbyville's board that governs power and water by removing the city manager as a board member and adding an additional city council member.
The sponsor said the amendment also added eligibility requirements for board members, including residency, age and prohibitions on holding conflicting offices. "It just it changes the board makeup of the ... power and water," the sponsor said and answered committee questions about drafting language. The committee voted to put the amendment on, recognized the bill as amended, and later recorded a final vote to advance the bill (9 ayes, 0 nos).
