Planning staff: several master-plan chapters updated; housing chapter still in draft

Deputy City Manager David Brooks briefed the task force on the status of master-plan chapters and the planning department's approach to updates. "Natural resources, economic development, energy, and historic resources have all been updated and adopted by the planning board as updated chapters," he said, and added that the housing chapter is still wrapping up after an extensive effort.
Brooks explained that the planning department has worked chapter-by-chapter with boards and committees (for example Conservation Commission for natural resources and EDC for economic development). He said the vision chapter and land-use chapter remain the fundamental statutory priorities and urged the task force to use the recently updated chapters as inputs for stakeholder outreach and a targeted visioning process where needed.
Members noted that if the vision statement needs revision for any chapter, a larger visioning process would be required and would demand resources and planning-board coordination. The task force agreed to review the recently updated chapters as homework ahead of its next meeting.
