Staff supports relocating long-delayed pedestrian path; city to require concrete walkway and revised landscaping

Associate Planner Daniel Findlay told the commission that the final plat recorded in 2007 included a pedestrian path easement between Loten Way and Jeans Road that was never constructed. The applicant proposed relocating the planned path along the east property line of Lot 12 to connect to Jeans Road rather than Hope Lane because of steep grades; staff supported the relocation as it "would not meaningfully increase pedestrian travel time" and recommended conditioning approval to require construction of a 5-foot concrete path consistent with the subdivision requirement.
Findlay also recommended a revised landscape plan after staff raised concern that the applicant's proposed ash trees are unlikely to survive long-term because of the emerald ash borer. Staff further noted previously required landscaping and street trees along Lots 9 and 10 frontage were not fully reflected in the current plan and recommended conditions to ensure prior requirements were not diminished.
