Vernonia School District tightens rules for virtual/alternative students after summer manual

Superintendent Jim Helmen told the board Aug. 14 that the district created a VFA (virtual/alternative) manual over the summer and has implemented multiple policy changes for the 2025–26 year. Under the new rules, students enrolled in hybrid Independent Study courses will be required to attend the main building rather than remain housed at their VFA learning site.
Helmen said final semester exams for VFA students must be proctored in person at the district, and academic monitoring will include three progress checks each semester. If a student fails the first progress check, the district will deploy academic strategies; after a second failed check the family meets with staff to develop a plan; after a third failed check the student will return to the main building. The district also said it will only pay for purchased courses that have an academic tie aligned to Oregon graduation requirements, and district-paid internet will be limited to families who qualify for free meals and demonstrate need.
