Holte Manufacturing letter alleges runoff as applicant proposes on-site stormwater detention

A letter from adjacent property owner Alicia Holte of Holte Manufacturing, read into the record at the May 5 hearing, said grading and a French drain installed by the applicant had directed substantial runoff onto the neighbor’s property and asked that stormwater be managed on the applicant’s lot. Associate Planner Daniel Findlay summarized the concern and said staff received the letter shortly before the hearing.
Findlay told the commission the applicant submitted stormwater design plans prepared by Branch Engineering to "direct all runoff from Lot 11 to an on-site stormwater detention and treatment facility that would outlet into the stormwater main on Loten Way." The city engineer recommended additional conditions, including securing drainage easements and submitting a revised grading plan before any construction could proceed.
