Veneta planning commission denies ATR Services permits over unpermitted fuel tanks and fire hazard

The Veneta Planning Commission voted 3-0 on May 5 to deny City File Nos. CUP-25-2, SR-25-3, and REPLAT-25-2 for ATR Services after staff reported multiple unpermitted improvements and an unresolved fire risk. Associate Planner Daniel Findlay told commissioners the application sought to legalize an expanded outdoor storage yard, above-ground fuel tanks, and a minor lot-line adjustment; staff had discovered asphalt paving without required stormwater detention, graveling that directed runoff onto a neighboring property, and fuel tanks installed without State Fire Marshal permits.
Commissioner Lily Rees moved to deny the applications, saying the site represented “an accident looking to happen.” Chair Len Goodwin and Commissioner Craig Soderberg agreed, citing both the unpermitted tanks and the storage of large quantities of firewood near those tanks as unacceptable safety hazards. The motion to deny, moved by Rees and seconded by Soderberg, passed 3-0. Findlay told the commission code enforcement on stormwater issues will proceed independent of the land-use decision and that the applicant may appeal to the City Council.
