Energy Safety outlines targeted, incremental changes to wildfire safety-culture assessments

Energy Safety staff presented a refined approach to its wildfire safety culture assessment program, emphasizing targeted enhancements rather than an overhaul. Lauren (Energy Safety) said the office is shifting from annual to biennial assessments after SB 254 and will continue the SCA focus on wildfire work settings rather than organizational-wide reviews. "Our safety culture assessment process was established by AB1054" and SB 254 moved some requirements and changed the cadence, she said.
Lauren said most existing assessment elements will be carried forward with small tweaks, and that Energy Safety will request more formal supporting documentation from some large electrical corporations where appropriate. She added Energy Safety will continue to use contract resources for surveys and initial data collection but expects a higher degree of staff involvement for deep-dive elements and observational visits. The office said stakeholder written comments will be accepted through the guidelines docket and that a draft of revised SEA guidelines will be posted later this year.
