Commission unanimously recommends MPD zoning for 281-acre site, defers mitigation to TIA

With the comprehensive-plan amendment recommended, the commission moved to the second step: a recommendation on a zoning change to Mixed-use Planned Development (MPD) for the same approximately 281-acre tract east of FM 156 and south of Down Road. Staff summarized the PD standards — predominantly single-family housing with a mix of lot sizes, a potential limited neighborhood commercial area (up to 25 acres), and preservation of floodplain open space with amenitized trails.
A public hearing was opened and closed with no speakers, and the commission voted unanimously to recommend the MPD zoning to Town Council. Staff reiterated that a traffic impact analysis is required per development requirements and that the developer must address any mitigation identified by that study. “Per our development requirements, traffic impact analysis is required and they would have to do anything to address that,” the staff member said during the motion discussion.
