School district’s turf field plan prompts stormwater revisions; commission recommends waivers

Brandywine Heights Area School District (BHASD) officials presented a revised athletic field plan at the June 3 Longswamp Township Planning Commission meeting that would replace a grass field with an artificial turf field, increasing impervious surface and prompting a required revision to the stormwater design and the district's NPDES permit. Dean Molitoris, Director of Building and Grounds for BHASD, and Michael Hartman of Schlouch, Inc. represented the applicant and discussed HEA review comments (HEA Review Letter, June 1, 2025).
The commission considered two waiver requests: (1) a Little Lehigh Watershed (Act 167) Article III, Section 6.B waiver seeking a two-year storm runoff release rate reduction, and (2) a Township Stormwater Ordinance Article IV, Section 3-C.1.c waiver to allow a 4:1 interior slope for a rain garden instead of the 3:1 called for in the ordinance. On a motion by Kerry Meitzler, seconded by Greg Kupar, the commission recommended that the Board of Supervisors approve those waivers as requested in the applicant's May 7, 2025 waiver letter; the minutes record the vote as "All in favor." The commission tabled the revised athletic renovations plan pending submission of a revised stormwater design that incorporates the turf field runoff.
