LONGSWAMP TOWNSHIP, Pa. — The Longswamp Township Planning Commission met Dec. 2 and reviewed a developer’s informal sketch to convert the medical office at 410 W. State Street into up to 50 apartment units while also discussing a possible ordinance response to data centers and hearing a status update on SALDO revisions.
Chair Preston Boyer opened the meeting at 7:00 p.m. and recorded five officials present. Zac Arnold of 7 Development Group outlined two redevelopment scenarios for the building next to the Dollar General at the Topton Borough line, proposing up to 50 dwelling units with 52 parking spaces and noting the developer’s intent to market units to employees of East Penn Manufacturing. The commission and consultants identified multiple issues that will need resolution — including likely zoning variances (impervious coverage, a current maximum apartment size of 875 square feet, and parking), sewer EDU allocations from Topton Borough, and PennDOT driveway access — and the solicitor suggested a formal Sketch Plan review before proceeding to a zoning hearing.
Commissioners also reviewed circulated model ordinances for data centers. The engineer and commission members highlighted water use for site cooling and the need for information about possible contaminants in discharge; HEA (Hanover Engineering Associates) will present to the Board of Supervisors seeking authorization for further technical research and potential ordinance amendments. HEA said it is also preparing suggested edits to the township’s Subdivision and Land Development Ordinance (SALDO) for a future meeting.
The commission approved the minutes of the July 1, 2025 meeting (motion by Kerry Meitzler, second by Greg Kupar) and adjourned at 8:45 p.m. (motion by Chris Moore, second by Greg Kupar).
