"4111 Kansas preserves 40 units for individuals and families between 0–30% AMI using the housing choice vouchers," a SUM witness said, and SUM presented figures showing substantial cumulative tax payments and argued retroactive forgiveness is necessary to redirect dollars to resident services.
OCFO staff reviewed financial statements and projections and concluded that, assuming the property is certified under the revised workforce housing exemption, projected net income should be sufficient to secure permanent financing; OCFO estimated the fiscal impact at about $762,000 for the property during the financial-plan period and recommended correcting a typographical acquisition date in the bill draft (05/31/2022 rather than 05/21/2022). Public witnesses emphasized the operational trade-offs they have made and the need for timely relief.
