Richard Wright Public Charter School told the council committee it seeks up to $22,000,000 in tax‑exempt revenue bonds to renovate and expand its campus at 475 School Street SW, finance new classrooms and labs, and refinance existing debt.
Dr. Marco Clark, founder and chief executive officer, said the school corrected a prior TEFRA notice and that the facility is approximately 65,000 square feet (not 11,000 as earlier reported). He said roughly half of the bond proceeds would refinance existing EcoBank loans and half would fund construction and renovation work, and he affirmed the school's commitment to hiring contractors and subcontractors that engage certified business enterprises.
Chair Kenyon McDuffie emphasized committee priorities for local hiring and CBE participation; Dr. Clark and counsel said they have received letters of community support, engaged ANC and civic organizations, and will submit supplemental written testimony and supporting documents for the record. The school is hopeful for a closing in early December if the resolution is advanced.
