Committee emphasizes $50 million community benefits agreement, CBE targets and labor protections for RFK redevelopment

At the Aug. 1 additional meeting of the Committee on Business and Economic Development, Councilmember Kenyon McDuffie outlined the community and labor commitments embedded in the negotiated RFK redevelopment package. McDuffie said the agreement includes a binding $50,000,000 community benefits agreement that would fund a youth sports academy, support efforts to bring a grocery store to Ward 7, and back workforce development and job programs.
McDuffie said the Washington Commanders committed to a minimum 40% certified business enterprise spend with a 50% goal and that the project labor agreement includes a separate $50,000,000 carve-out to benefit CBEs. He also described a draft-print requirement for 20% equity participation and 20% development participation by certified business enterprises and said the stadium construction is required to use methods consistent with obtaining LEED Platinum certification. The committee voted to move the draft report forward with staff authorized to make technical edits.
