One caller asked about an apparent $675 reimbursement for a CMA conference and questioned whether travel was necessary during a fiscal emergency. Another asked why entries for child‑support show up on the warrant register; Director Luis Frausto explained these are payroll withholdings remitted to the appropriate agency and are not city expenditures. "There is no such check that is a made up number," he said in response to a widely circulated image alleging a $357,000 payment to Athens Services; staff said the image appears fabricated.
Councilmembers and the city manager defended limited travel and training as necessary for mandatory training and for staff to learn best practices, while noting the city has already implemented significant cuts. After discussion a motion to approve the warrants passed on roll call.
