Committee advances Robert F. Kennedy Campus Redevelopment Act after negotiated changes

Councilmember Kenyon McDuffie, chair of the Committee on Business and Economic Development, opened an additional committee meeting on Aug. 1 and moved to advance Bill 206-288, the Robert F. Kennedy Campus Redevelopment Act of 2025, to a draft report for staff review. McDuffie said the bill was introduced on June 20 with Chairman Mendelson and has already had two public hearings, one for public witnesses on June 29 and another for government witnesses and representatives of the Washington Commanders on July 30.
McDuffie told the committee the council negotiated "an additional $779,000,000 investment to the District" through new tax revenue streams and other savings compared with the original term sheet. He described the project as a 65,000-seat stadium intended to be a year-round destination and said the redevelopment could yield up to 6,000 residential units, including 1,800 affordable units. McDuffie said the negotiated package includes a binding $50,000,000 community benefits agreement that would fund a youth sports academy, support recruitment of a grocery store in Ward 7, and provide workforce development programs.
McDuffie outlined local-business and labor commitments, saying the Commanders committed to a minimum 40% certified business enterprise spend with a goal of 50% and that the project labor agreement includes a $50,000,000 carve-out for CBEs. He also said the draft print adds a 20% equity participation and 20% development participation requirement for certified business enterprises, requires LEED Platinum construction standards for the stadium and requires the District Department of Transportation to develop a traffic operations and parking plan with advisory neighborhood commissioners in Wards 6 and 7.
The committee voted to draft a report with leave for staff to make technical and conforming changes; McDuffie said "The ayes have it unanimously of the members present and voting." The additional meeting adjourned at 1:00 p.m., and McDuffie noted the Committee of the Whole would follow in about 20 minutes.
