Justin Wagner, county counsel, said the current draft is aimed at sales-tax allocations and may not yet fully capture the property-tax restrictions Howe described; he offered to distribute copies and work with staff to clarify statutory and operational nuances. Commissioners debated exemptions, the process to repeal or amend the resolution in the future, and how to define "quality-of-life" spending; staff agreed to provide 2023 retail sales/use tax totals and a list of discretionary spending items so the board can refine the resolution's language.
Howe emphasized the measure is a policy signal the county can change with a simple board majority and that it is not a binding contract on future commissions, but several commissioners urged careful drafting and fiscal analysis before adoption.
