City planning staff on June 28 presented a study session on proposed amendments to Title 11 of the municipal code, explaining a multi-step process that will go to the planning commission before any ordinance is drafted for council consideration.
Gabriel Perez, the community development director, summarized proposed changes and asked council for feedback on priorities and potential items to fast-track. Perez said the effort arose from staff research, developer and resident feedback and two planning commission study sessions earlier in March and April. The city attorney reminded the council that the session was for education only and that conflict-of-interest rules prevent elected officials from making decisions if they have a financial interest in future actions.
Staff estimated a multi-month timeline for drafting ordinances and returning to planning commission for recommendations; public comment opportunities will occur later in the process. Council members asked for more stakeholder outreach, copies of materials for attendees and follow-up on specific items such as billboard revenues and vacant-property enforcement.
