Consultants from Chenmoor & Associates presented the final Open Space & Recreation Master Plan to the board, outlining outreach, inventory and phased recommendations for park improvements and canopy management.
Consultant Niza Zakarias (Speaker 7) and senior planner Lance Lilly (Speaker 20) recapped a process that began in January 2024, included more than 400 survey responses and dozens of outreach events in multiple languages, and inventoried roughly 6,000 trees on city‑managed properties. The plan inventories 33 parks and offers a phased approach for priority sites: Northwest Park (three phases: 0–5 years, 6–10 years, long term) and Bryant Park (single‑phase renovation). Proposed improvements range from playgrounds, splash pads and pickleball courts to a potential boardwalk partnership with South Florida Water Management District and an enhanced Bryant Park amphitheater and jetty amenities.
The consultants recommended code and funding considerations such as: exploring LDR language to encourage semi‑private/ public open space in new development, reviewing sustainable bonus incentives related to open space, and evaluating park impact fees. The consultants said they expect HRPB review and a City Commission adoption resolution later in the year.
