Committee advances 'Soul of the City' BID for Congress Heights with adjusted applicability date

Councilmember Kenya McDuffie introduced Bill 20-6421, the Soul of the City Business Improvement District Amendment Act of 2025, saying the proposed BID would provide sustained revenue, professional management and authority to improve safety, cleanliness and small-business support in the Congress Heights neighborhood of Ward 8. "Bill 20-6421 would authorize the establishment and the administration of the Soul of the City Business Improvement District located in Congress Heights neighborhood of Ward 8," McDuffie said, and noted local anchors such as CareFirst Arena and revitalization at the St. Elizabeth's campus.
McDuffie told the Committee that two substantive edits were made to the bill's print: the boundary description was shortened to list square and lot numbers, and at the Office of the Chief Financial Officer's recommendation the applicability date was revised to April 1, 2026 so the Office of Tax and Revenue would have adequate time to implement the BID tax. He moved the draft committee report in print with leave for staff to make technical, editorial and conforming changes; the Committee approved the measure by a voice vote, with the Chair stating it passed unanimously.
