Committee approves draft report to expand Anacostia Business Improvement District

The Committee on Business and Economic Development voted to approve a committee report for Bill 20-6247, which would expand the Anacostia Business Improvement District boundary to include the 11th Street Bridge Park, parts of Anacostia Park, Sherwood Parkway and areas of Barry Farm; the expansion is not effective until Council approval.
Councilmember Kenya McDuffie, At Large and Chair of the Committee on Business and Economic Development, moved the committee report in print for Bill 20-6247, the Anacostia Business Improvement District Amendment Act of 2025, and said the measure would help the BID support small and locally owned businesses and enhance public spaces through cleaning, safety and placemaking initiatives. "The Anacostia BID supports small and locally owned businesses, enhances public spaces through cleaning, safety, and placemaking initiatives, and promotes Anacostia's black history and cultural identity," McDuffie said.
McDuffie said the BID has requested an expansion to include the 11th Street Bridge Park, Anacostia Park up to Nicholson Street, Sherwood Parkway and additional areas of Barry Farm. He said the Committee revised the print to add language that the expanded BID geographic area will not be effective until the Council approves the BID's geographic expansion. After a voice vote, the Chair stated, "The ayes have it, and the measure is approved." The move was made with leave for staff to make technical, editorial and conforming changes. A public hearing on the bill was held December 3, 2025, as noted during the meeting.
