Commissioners begin process to consider adopting Kelly Road as county road; appoint viewer

Sweetwater County’s public works director asked the commission Nov. 19 to start the formal process to consider making Kelly Road — a private road north of Rock Springs serving about eight residences — into a county road.
Public Works Director Gene Legurski recommended appointing Carl Robert Gerard as the viewer and setting the previously adopted $1,500 deposit for the petition. Legurski said title work and an outside viewer report will be critical for this case because of access and ownership questions; he estimated title work for the viewer report at $2,400. Commissioners discussed potential ongoing maintenance costs if the county takes ownership: Legurski estimated blading one or two times per year at roughly $2,000 per blading, or about $8,000 annually, and said bringing the road up to county standards could require $80,000–$100,000 in gravel.
Commissioners debated benefits and downsides: the county would assume maintenance costs, but Legurski said the road could serve as an arterial if adjacent public land were developed in the future. The board agreed to move ahead with the viewer and next steps; no final determination to adopt the road was made at the meeting.
