The Board of County Commissioners voted Nov. 19 to require petitioners seeking establishment, alteration or vacation of county roads to deposit $1,500 to cover costs of notice, certified mail and basic processing.
Public Works Director Gene Legurski reviewed W.S. 24-3-102, which permits the board to require a deposit to defray expenses for laying out, altering or vacating public roads. Legurski said small, in‑house petitions typically cost $1,000–$1,500 for advertising and mail; larger cases requiring outside viewer reports and title work can be costlier (he cited $2,400 for title work on a recent matter). "If it's in house, $1,000, $1,500 is plenty," Legurski said, adding that the county will return any remainder if costs are lower.
Commissioner Slaughter moved the $1,500 deposit requirement, Commissioner Richards seconded, and the motion passed unanimously. Commissioners emphasized they did not want to set the fee so high that it discouraged legitimate petitions but wanted a modest amount of "skin in the game" to deter frivolous filings.
