Town staff briefed the TIRZ (TIRS) No. 1 board and council on an amendment to the project's financing plan that would provide for a final lump‑sum reimbursement to the developer. Staff explained the zone has reimbursed roughly $860,000 to date and that, under the current agreement, about $3.6 million remained due; the proposed amendment would memorialize a $2,000,000 final payment and update the financing plan accordingly.
Nathan, presenting the TIRS background, said the TIRZ was created in 2015 to finance trails, parks and certain public infrastructure in the zone and that the amendment would allow the obligation to be paid in full. The TIRZ board adopted the amendment and the town council later approved it following a public hearing; motions carried without recorded dissents.
Public commenters urged caution and reminded council that past TIRZ projects had produced unanticipated town maintenance or repair costs in some places. Staff responded with a short history of prior reimbursements and noted the amendment's purpose is to close the outstanding obligation while keeping the public purpose investments in place.
