Danielle Carey Tolan joined virtually to introduce Ordinance 26-45 to establish a city court and begin the steps required for a city court to be operational by Jan. 1, 2028 if the council chooses to proceed. Tolan said the ordinance does not create a court immediately but opens the statutory window to allow the city to place a city-court judge on the November 2027 ballot and gives staff time to plan facilities, technology, security and staffing.
Tolan told the council the process will require coordination with the Indiana Office of Court Services and significant implementation work, and she said staff will prepare a memo outlining the costs and steps forward. Council members asked for comparative information about other Hamilton County municipalities and the budget implications; the mayor and staff said additional analysis will follow. No final decision was made tonight; staff will return with more detail and options for council consideration.
