Council members raise expansion, housing and environmental concerns as airport project advances

Council members pressed airport staff on whether the proposed Airport Layout Plan represents an expansion and what community impacts might follow. Several councilors said that, regardless of the designers’ intent, a wider runway and a larger terminal could enable more flights and increase workforce and housing pressures.

"The runway will be bigger...the terminal will be bigger," one councilor said during questioning, noting that those changes could create capacity for more flights and passengers and exacerbate housing and transportation pressures. Mayor Tory and others said they wanted the community to be able to vote on the direction through upcoming ballot measures: staff noted two county ballot questions — one referred by the county commissioners and a citizens’ referendum — are pending in November.

Airport staff repeatedly framed the project as a safety upgrade rather than a deliberate growth strategy. "We're not lengthening the runway so you can bring in...we're just bringing the airport up to its safety design standard," Dan Bartholomew said. But councilors and public participants urged caution, saying that even safety‑framed changes can have downstream effects on housing, local business mix and valley growth patterns.

No formal council policy decision was made during the work session; staff and the council discussed timelines for environmental review and for taking questions to voters in the coming months.
