Nancy described the dog as skittish, food-motivated and occasionally growling when approached.
"She's very food... I think if there is dog food in the crate, it would go into the crate to get food," Nancy said, describing her plan to bait a crate and secure the dog from outside the fence. Council members cautioned volunteers about liability, offered a large crate from a resident, and Councilor Dylan agreed to help coordinate and transport the dog to the shelter if volunteers are available. The council reiterated volunteers act at their own risk in the absence of a city contract with animal control.
