Ambulance district reports improved finances, staffing and training; plans new bay near college

Castle Rock Hospital District CEO Bailey Doctor updated commissioners on ambulance operations, reporting the district ended the fiscal year ahead of budget and expects a subsidy near $1,540,000 for the coming year.
Doctor said the district now has 28 regular ambulance staff and is investing in recruitment and training, including raises (roughly 8–16% depending on certification level) and classes run in partnership with Western Wyoming Community College. "We have purchased land over by the college on Gateway... and we're in the beginning phases of design with our architects for a new ambulance bay there," Doctor said. Kim (staff) reported the April 1–June 30 quarter included 1,161 calls and average en-route-to-scene times of about 8.44 minutes, which compares favorably to rural medians. Commissioners asked about a specific delayed transport during severe weather and billing/reimbursement rates; staff said they typically collect 35–40% of billed ambulance charges and have outsourced billing services to improve collections.
