Councilors discussed whether the expense belongs in “special payments” or a facilities/emergency line; staff recommended the special payments category for now.
Concern about limited contingency funds (the council noted a $5,000 contingency balance) and potential future rain prompted some councilors to favor the $1,000 transfer to ensure quick action if flooding continues. Councilor Felipe (mover) read the resolution and moved approval; recorded aye votes carried the motion.
Staff said unused funds would roll into cash on hand if not spent, and council requested clearer classification and monitoring of contingency and emergency uses going forward.
