County postpones vote on continuing $4.50 passenger facility charge after requests for documents

The board voted 4–1 to postpone consideration of Resolution 24-08-CCO5, which would authorize continuation of the $4.50 passenger facility charge (PFC) at Southwest Wyoming Regional Airport and allow the airport director to file and amend PFC applications with the FAA. The item had been requested by Airport Director Devin Brubaker.
Brubaker described the PFC as a long-standing user fee the airport has collected since 1995 and said the application in progress reimburses the airport for local matches on past capital projects and currently generates about $70,000 a year. "These monies are largely to reimburse local matches on past projects," Brubaker said. Several commissioners, led by Commissioner Toman and Commissioner Richards, said they wanted the airport board to consider and approve the application first and requested a copy of the FAA application and the list of projects and dates before authorizing county action. Commissioner Richards moved to postpone consideration to the next meeting to allow staff time to obtain historical documents; the motion passed 4–1.
