Commissioners approve temporary COW site, set conditions for permanent 50-foot cell tower

The Sweetwater County Board of County Commissioners unanimously approved Resolution 24-08-Z-001 to allow LR Communications a temporary communications-on-wheels (COW) site on county-leased land, with plans to replace it with a permanent 50-foot cell tower and a 100-square-foot equipment shelter.
Planner Cassidy Brown told the board the parcel (part of Section 31, Township 20 North, Range 104 West) is zoned agricultural and is leased to LR Communications. "Where their cell tower is located, it will provide improved access options for high speed Internet," Brown said, and staff noted about "90% of the customers are underserved" in the area. Staff and the Planning and Zoning Commission recommended approval with conditions: remove the COW within 60 days after construction of the permanent tower and complete the permanent tower within two years of permit approval.
There were no public comments during the hearing. Commissioner Richards moved to approve the resolution including staff conditions; the motion was seconded and passed by unanimous voice vote. The permit applies only to the described COW and the specified permanent tower and equipment shelter.
