Council introduces captains-and-majors FOP contract and companion pay-plan ordinances

On July 28 the New Castle County Council introduced Resolution R26157, authorizing the county executive to sign and ratify a collective bargaining agreement with the Fraternal Order of Police, New Castle County Lodge 5 for captains, majors and lieutenant colonel covering 07/01/2026 through 06/30/2029.
Councilmembers asked to be added as prime sponsors for the resolution. Council President Monique Williams Johns also read two ordinances (26-092 and 26-093) that implement the wage increases resulting from the negotiations. As read in the meeting record, the ordinances provide a 2.5% wage increase for the period 07/01/2026 through 07/30/2027, a revised pay plan for 07/01/2027 through 06/30/2028, and a 3% wage increase for the period 07/01/2028 through 06/30/2029; additional pay steps were added effective 06/01/2026 and further increases to steps 25 and 27 effective 07/01/2028.
Council members publicly commended negotiating parties for reaching an agreement in good faith and for addressing pay-plan structure. Councilman Street said he wanted to "commend all the parties involved, the administration, the FOP" for negotiating in good faith. The ordinances were introduced for consideration; no final council vote on either ordinance was recorded in the transcript.
