County authorizes two-week soft start to evaluate ClearGov budgeting software

Clerk Lane, accounting specialist Rebecca Romero and IT staff presented ClearGov, a budgeting and capital-planning software endorsed by NACO. Presenters described the software’s modules (operational, capital, personnel and a digital budget book), explained how it would layer over the county's existing Munis system, and shared positive feedback from City of Cody officials familiar with ClearGov.
Clerk Lane summarized the recommendation after inquiries and a reference check with Cody: the software could centralize budgeting spreadsheets, improve transparency and allow the county and component units to see live project and fund balances. Commissioners discussed cost (presenter estimates were roughly $41,000 a year after a first-year setup charge) and training; several commissioners favored a cautious trial. The board authorized a two-week remapping and evaluation period (no charge) to see the ClearGov mapping of the county's chart of accounts and to inform a contract decision at the next meeting.
