Council adopts five-year strategic plan, retains dock goal for future study

The Lowell City Council approved Resolution 876, "A Resolution Adopting the City of Lowell's 5-year Strategic Plan," following City Administrator Max Baker's presentation of the final document and identification of clerical and formatting corrections; Councilor Gail Harris moved approval "as amended" and Councilor Tim Stratis seconded. The motion carried unanimously.
Councilor Don Bennett questioned the practicality of including dock development under the plan's quality-of-life section, noting an Orchard Park dock would likely require about 150 feet of structure, involve significant costs and require approvals from multiple agencies. Baker said although challenges are substantial he supported keeping the goal as an accountable parks and recreation objective for 2027 and noted a volunteer had offered to start contacts with the U.S. Army Corps of Engineers.
Baker described the edits as clerical only (removing an extraneous plus sign, changing "policies" to "policy" where appropriate, correcting missing timeline punctuation and faint PDF elements) and asked that the approving motion capture those corrections. Council approved the plan and directed staff to implement the document as amended; staff will return with tracking and any follow-up items related to the plan's listed goals.
