Lowell drafts 5-Year Strategic Plan; council asked to adopt goals before budgeting

City Administrator Max Baker presented Draft 4 of Lowell's 5-Year Strategic Plan and said the only changes since the prior work session were clerical corrections, acronym formatting, and finalization of a Public Works variable item. The plan lists a utility study under fiscal year 2026–2027 and otherwise remains substantively similar to the previous draft.
City Accountant Layli Nichols told the council that adopting the strategic plan and council goals as a standalone action before the budget process would ensure policy priorities are established before items go to the budget committee. Baker said, absent significant additional feedback, the plan will be brought forward for adoption at the council's next regular meeting.
