Grant County PDM plan update presented; Milbank may add warning siren and generators

Amy Arnold of the First District Association of Local Governments presented the Grant County Pre-Disaster Mitigation Plan update and described the process for identifying hazards, vulnerabilities, and critical infrastructure. She told council members the plan is updated every five years and that the 2020 plan’s Pribyl Park flooding issue has been addressed and removed from the 2025 draft.

For 2025, Arnold proposed adding an additional storm and fire warning siren in Milbank’s northeast area and procuring backup generators for City Hall and Unity Health & Fitness to improve continuity of operations during severe weather. Arnold also noted an ongoing storm‑sewer study with Banner Associates should remain in the plan until completed.

Councilmembers asked clarifying questions about scope and next steps; Arnold said participating municipalities are considered units of government under the county plan and that the city will receive follow-up documentation to indicate which critical infrastructure items the city requests to prioritize for mitigation funding and action.
