Public Works Director Gene Legurski told commissioners the project was bid several times and that a combination of contractor bonding constraints and market conditions required bid alternates and a deductive alternate to reach an awardable amount. The board ratified award to WS Construction LLC and authorized the chairman to sign the necessary documents; the motion passed unanimously.
