Public Works Director Gene Legurski explained that initial hard bids had been significantly over budget, prompting a CMAR approach with Groat House Construction. Legurski identified three deducts that preserved core building integrity while cutting costs; with those adjustments the GMP came in about $14,983 over the previously budgeted $6,422,432, but included a $277,195 contingency for owner-directed changes. "If we run this project correctly... we can save a ton of that money," Legurski told the board.
Commissioners discussed the project timeline (substantial completion estimated 08/15/2025) and the fiscal-year cashflow: roughly 80'85% of the project cost is expected in the current fiscal year. The board voted to approve the amendment and GMP; staff will proceed with a pre-bid for subcontractors and return with budget details for next-year planning.
