Commissioners approve conditional use permit for 39.6‑acre gravel quarry near Granger

The board unanimously approved Resolution 24‑10‑ZO‑04 permitting a gravel quarry on state land near Granger, presented by planner Cassidy Brown. The applicant, Sorrell Brothers Construction Company, proposed phased extraction across the site; staff said there will be no on‑site crushing or blasting and that the company plans fencing, gating and signage to reduce impacts.

"The closest occupied structure here is Granger Elementary School. It's a little less than 0.25 mile away from the nearest boundary of the proposed permit area," Cassidy Brown told commissioners and added that DEQ permits (air, water, land) must be obtained before work begins. Staff recommended three conditions: (1) CUP runs concurrently with required DEQ permits; (2) work cannot begin until required DEQ approvals are submitted to land use staff; (3) the CUP runs concurrently with the fully executed lease agreement for no longer than 10 years from the board's approval. Commissioners discussed dust control and were told dust mitigation plans are part of the DEQ process; the board approved the resolution unanimously.
