He estimated peak customer volumes between about 80 and 120 people per day and said the operation will be staffed by 10–18 employees and will maintain 24/7 video surveillance and strict ID checks; no on‑site consumption or lounges were planned.
The board imposed conditions similar to other recent dispensary approvals: exterior lighting (except safety lighting) extinguished two hours after closing and re‑lit one hour before opening; the special use permit runs with the tenant’s leasehold; specified hours of operation (9 a.m.–9 p.m. Monday–Saturday, 11 a.m.–7 p.m. Sunday); no drive‑through windows; and compliance with OCM requirements. The motion carried by roll call vote with a majority present.
