Resident representative seeks clarification on towing/wrecker zoning; county advises conditional‑use process
Summary
A representative for a Reliance property owner asked commissioners to clarify whether towing/wrecker services should be classified under trucking, salvage or storage; county staff said the property has a trucking permit but complaints allege storage/salvage use and advised the owner to complete the conditional-use application and work with Planning & Zoning.

Jim Lieber, a consultant representing property owner Laverne Smith, asked the county commission to clarify the zoning classification for a towing/wrecker business at 19 Killpecker Lane in Reliance. Lieber said the county’s current definitions lack a clear category for towing or wrecking and urged more specific language so operators understand permitting requirements.
Land Use Director Eric Bingham and commissioners explained the property's permit history. Bingham said the parcel currently holds a trucking permit issued in 2017 but neighbors reported vehicles were being stored on-site, which triggered compliance concerns and notices. Staff recommended the owner complete a conditional-use permit application so Planning & Zoning can evaluate whether storage or salvage activities are occurring and whether a different use classification is required. The board did not overrule staff or take immediate action; commissioners encouraged the applicant to engage the established process.
