Morgan County moves house-form standards to zoning code and restricts slab-on-grade foundations

The Board approved a text amendment to transfer house-form standards into the Morgan County Zoning Ordinance, prohibit slab-on-grade foundations, require a minimum 24" exposed elevated slab or other foundation types, and mandate diversity of foundation types across developments.
Chuck Jarrell, Director of Planning and Development, presented a text amendment to move existing house-form standards from the Morgan County Code of Ordinances into the County Zoning Ordinance and to revise foundation requirements.
Under the approved changes, slab-on-grade foundations are prohibited; allowed alternatives include basements, crawl spaces, or elevated slabs with a minimum 24 inches of exposed foundation above grade. All exposed foundation walls must be finished in brick veneer, stone masonry, or stucco. The amendment also requires a variety of foundation types within a streetscape so that no more than 50% of lots in a development use the same foundation type; administrative, per-lot variances are allowed where topography dictates.
