Council limits oversight of Inspector General to ministerial functions, sets semiannual reviews

The council discussed the scope of oversight for the proposed Office of the Inspector General and concluded that the citizen board should provide ministerial oversight rather than operational control of investigations. The chair summarized the intended scope: "ministerial oversight by the Citizen Board ... annual performance review ... the annual report ... and no operational oversight of the IG."
David McClintock advised that ministerial oversight typically covers budget processes, personnel processing, and administrative compliance with county systems, while operational matters and ongoing investigations should remain insulated from board micromanagement. Councilmembers agreed the board should meet at least twice annually to review reports, budget to actuals and professional standards, with additional meetings allowed if the board elects.
