Council confirms citizen board will nominate three IG finalists; agrees deadlock fallback

On the procedure if the council deadlocks, members discussed several options and settled on a compromise: if the council cannot come to agreement on a nominee from the three candidates, the matter can return to the citizen board for additional nominations or for the board to take further action. The chair summarized the compromise as returning to the citizen board in deadlock situations to avoid losing top candidates.
