Councilmembers agreed on several core points to include in the draft: the citizen board will run an open search and nominate three qualified candidates for council appointment; the citizen board will exercise ministerial oversight (budget review and administrative functions) but not operational oversight of investigations; and removal procedures will require a high voting threshold and a detailed cause-based standard. The chair told members staff would "superimpose these consensus items" on existing draft language and circulate a bill for cosponsors and pre‑filing. The meeting adjourned after the chair thanked outside advisor David McClintock for his guidance.
