Consultants urge early, transparent communications and coalition‑building ahead of any bond
Summary
Communications consultants told the board the district should amplify positive school stories, publish a plain‑language annual financial report and share facility videos so residents can see needs before a bond campaign; they urged building a diverse coalition to guard against outside opposition.

Carol and Kyle, the district's communications consultants, recommended a three‑part pre‑bond communications strategy: tell positive school stories, publish clear financial information and be transparent about facility condition with visual content.
"When residents can see it, they can understand it," Kyle said, arguing that short facility videos and an annual financial report will make technical funding and condition information accessible to voters. Carol added the district's social media presence has grown and is an asset: she said followership had climbed by about 200–300 followers in the past year and recommended continuing that work.
Consultants said the district should also convene a coalition of local leaders—both likely "yes" voters and fence‑sitters—to educate them early and explain tradeoffs and constraints of state funding. They warned that once a board passes a resolution to place a bond on the ballot, district communications become legally constrained under the secretary of state rules, so much of the explanatory work should happen ahead of that step.
Next steps: the district will publish an annual financial report this September, continue social posting of positive school stories and release facility videos following the ODE assessments, and the consultants will coordinate outreach to build a community coalition.
