Commission says RV dump conditional use was tabled after public concerns over traffic, access and odor

Commissioners addressed a contentious zoning matter raised in correspondence from the Town of Manila and public testimony. The chair read a letter from Mayor Knight and corrected a public report that the rezone had been denied: "She was not denied a rezone. The issue was tabled for consideration," the chair said, clarifying the commission’s action. Several commissioners and speakers described a large turnout at the town meeting and substantial opposition from residents.

One commissioner who presided over the original hearing explained the reasons for tabling. She said the application lacked key documentation and local and state coordination on access; "we barely got the information," she said, and added that notices and engineering had not been properly coordinated before the applicant completed engineering work. Commissioners discussed mitigation steps that could make the project acceptable — fencing, dumpsters, monitoring, and changing ingress/egress off Highway 43 rather than Airport Road — and noted that town-imposed conditions could address odor and traffic concerns. The commission did not vote to approve the conditional use; the matter remains tabled pending receipt of the requested information and confirmation about access from relevant agencies.

Commissioners emphasized they were not opposed to the principle of an RV dump, but that the process and documentation needed to be correct. As one commissioner put it: "We weren't denying her that... We tabled it." Another participant urged reliance on facts rather than hearsay and asked staff to validate claims about highway access before the matter returns to the agenda.

The chair indicated staff will validate whether UDOT or highway access restrictions apply and that the commission expects a formal resubmittal with required documentation before reconsideration. There was no motion to overturn the tabling during this meeting.
