Residents warn construction could worsen Prichard water and road problems

Chiquita Howard (S6), who identified herself as District 3, told the meeting that local water and road infrastructure are already degraded and said heavy construction could make conditions worse.
Howard described a water bill around $100 a month and said that sections of roadway and underground foundations were cracked or corroded. "If you go up 43 right now, just drive down to see the infrastructure. The infrastructure is very bad," Howard said, and asked whether construction activity would increase residents' costs or create more outages.
Planning commission chair and contractor (S8) said that major projects typically require public‑works improvements, and that ALDOT or other agencies often require upgrades (turn lanes, water‑line work) before or during construction. S8 added that if the city requests improvements, those needs could be included as conditions on permits. "Anywhere that you see a large scale project going on ... you're gonna see some improvements that's made," S8 said.
The meeting recorded no commitment to a budget or schedule for repairs; officials said responsibility for specific repairs depends on jurisdiction (city vs ALDOT) and on what is required in permitting and development agreements.
