City staff reported they regained administrative access to the municipal SCADA system with help from LaTeX, the integrator identified in the packet, after the prior integrator left staff locked out. The mayor (S1) said much firmware and software on the system "hasn't been updated since 2016" and stressed the need for firmware and licensing updates and hardware replacements to reduce cybersecurity risk and ensure maintainability.
Staff said the firmware and software updates would add a security layer and enable secure remote access; hardware replacement quotes were not available in the packet and councilmembers asked that staff present complete cost estimates and staging options for review before committing to purchases. The council did not take formal action at the work meeting.
