Administrative Law Judge Carly Ortel called the special meeting of the Oklahoma Corporation Commission to order at 8:30 a.m. on Feb. 5, 2026, but stated that no Commissioners were present and therefore no quorum existed. The ALJ recessed and reconvened the meeting at 10:00 a.m., at which time Commissioner J. Todd Hiett and Commissioner Brian Bingman were present and a quorum existed.
The minutes record a noon-era development: the ALJ took pending motions under advisement immediately prior to 12:00 p.m., and Commissioner Bingman left the meeting at that time, causing a loss of quorum. The meeting was adjourned at 12:28 p.m. and the minutes are attested by Garey L. Wortham, Commission Secretary, with a signature block for Chairman Kim David.
