Administrative Law Judge Carly Ortel opened the record at a special meeting of the Oklahoma Corporation Commission on Feb. 5, 2026, to consider a Joint Motion for Partial Summary Judgment for Lack of Subject Matter Jurisdiction, a Motion for Limited Intervention, and a Motion to Intervene filed in Case No. PUD2025-000064, the application of Public Service Company of Oklahoma (PSO) for Commission preapproval of the acquisition and cost recovery of generation facilities under OAC 165:35-25-3(e). The ALJ recessed the initial session at 8:32 a.m. and announced the matters would proceed when the meeting reconvened at 10:00 a.m.
When the meeting reconvened at 10:00 a.m., Commissioners J. Todd Hiett and Brian Bingman were present and the ALJ continued consideration of the listed motions. The transcript shows ALJ Ortel later took all pending motions under advisement immediately prior to 12:00 p.m. and closed the record with Commissioner Hiett still in attendance; no formal Commission vote or final ruling is recorded in the minutes.
